How just info is in iCloud Drive? With lot in it, it may lag, and take much time. So, next time you want to make a change to iCloud, then you might want to download all of iCloud > verify your can access the content > erase iCloud Drive > upload all of download after this process is complete.

Apps are not stored in iCloud, so your subscription does not matter. If the apps are not downloading after a restore, then restart your phone.
