Why does Face ID work for two different individuals on iPhone 12 Pro Max?

i have a iPhone 12 Pro Max and my Face ID works on two persons me and my brother but we don’t look the same

maybe it's a hardware defect you can try to reach out to their official support channels

You may not believe you look the same, but it's not uncommon for close blood relatives to share many of the attributes that are used by faceid and other facial recognition systems. It's not based on how you 'look'. It's base on the structure of your facial features.
