How do I fix "Apple Account has not yet used in iTunes Store" error?

"Apple account has not yet used in iTunes store"


Updated account payment info on the next page but it doesn't accept after hitting next, just stays on the page with a red message up top talking about check Apple support without a reason given. Tried 3 different credit cards. Any help appreciated
