Can I remove Activation Lock on an iPad without previous owner's Apple Account credentials?

Hi I am buying my ipad from my office and it turns out the ipad is still linked to the icloud of previous owner which already gone. The office did not want to responsible and say that I already by the product in my own risk. I already ask support to apple and provide all necessary documents and proof of ownership but there is still no help. Is there any way out on this?
