I am using Apple TV 4K. I try to enter App Store. I am on the page “welcome to App Store but continue is not highlighted and I cannot get any further

you can set which Apple Account applies for Store services, depending on which one applies to your device profile, the current user account. Verify if that is set correctly/as intended.
The Apple Account for Store services should have full user details, including a verified email address (respond to test message for new accounts) and a valid linked payment method.
If needed, edit your account details online or on an Apple device.
If you are using this Apple TV box that was previously someone else’s, then consider resettings and setting it up as yours.
If something happened that upset Apple financial services (e.g. a dispute), then they can prevent the use of that account for making new purchases (including free apps) until the issue is solved.
Some Apple services may require two-factor authentication, to minimize the risk of unauthorized use (spending).
