No, you need to tell the developers at the apps to continue to support older iOS versions.

Let's say that the developers at XYZ App decide that they will only allow iPhones that are running iOS 16 to work with their app. When they do this, they abandon all of the users who cannot run iOS 16 on their phone.

The app developers could allow their new app to run on your iPhone 7, but they have chosen not to. So, this was a decision made by the app developers......not Apple.

It is important to note that this is a community forum, and as such, direct communication with Apple is not facilitated here. Participants engage in discussions, offering solutions and insights based on personal knowledge and experience.

Regarding the compatibility of your device with newer iOS versions, it should be understood that devices from earlier years, such as your phone from 2016, may not support the latest updates due to hardware limitations. Apple continually enhances its operating systems to integrate new features and improvements, which may require more advanced hardware than what older devices can provide.

If having access to the latest iOS updates is a priority for you, it might be worthwhile to consider upgrading to a newer iPhone model, such as the iPhone 16e. This would ensure that you have the capability to run the latest software efficiently and take full advantage of new features and security enhancements, while being a powerful budget phone.
