Printing TurboTax generated pdf os 15.3.2

I have printed TurboTax 2024 pdfs on various printers correctly. So I suspect this has to do with the HP device or maybe some extension installed on your Mac, although I can't think of what that might be.

Maybe open the problematic pdf with some other software (Preview, Adobe, PDF Expert ...) and save it and try again? That's more of a band aid but all you want here is to print your taxes, after all.

If all else fails, you can go to places like Office Depot or a public library and print there.

By default I use preview to open and print pdf's and no issue. However, just tested using Acrobat and prints fine with my Canon printer.
