Why is it taking so long to view and apply purchase filters on iPhone and iPad?

I'm trying to view my purchase history and apply my filters so that I can use GoodNotes. I know I paid for it, and I see my purchase when I view my history through my browser. It's taking more than 15 minutes to look at 3 purchases and to apply them.

TLDR; taking forever to view and apply purchase filters through iPhone or iPad app stores.
