For troubleshooting purposes, create a new administrator user, and see if you still get this error. If so, it is an issue with you current user. If not, then it is an issue with your entire Mac. Just log back into your original macOS user account, and trash the one you’ve just created. IMPORTANT: Create a Time Machine of your Mac prior to performing this. That way, you can have something to restore your Mac from, should anything go wrong with the creation.
