MDM Activation Lock on a New Mac:

No. This is NOT normal. So, return this. If this was a personal sale, then the seller should have performed as instructed here, including the iCloud sign out: What to do Before you Sell, Give Away, Trade in, or Recycle your Mac - Apple Support. The seller should have known better.
