Low heart rate notifications not working on my Apple Watch

I got a new iWatch to replace my old one. This one seems to not report all of my low heart rate notifications.

I got no low-heart rate notifications for this time period and I have it set to anything under 45/bpm.

Also, my resting heart rate always adds 2/bpm by the end of the day. Why? This has changed my conversation with my doctor but I don’t think it has actually changed since I got this new watch.
