Unable to send text messages on my iPad Pro

It is not letting me text whenever I text. It’s saying your text messages are not delivering even though I have Wi-Fi and it’s just not working even if I’m texting an Apple phone from my Apple iPad and like the people I’ve been able to text and call but it’s only letting me call not texting anyone. It’s not it’s really weird.
