How do I reset forgotten Screen Time passcode on iPhone without Apple ID?

My stepmom bought my phone and I always thought the screentime passcode was purposefully put there to avoid me buying things (via in-app purchases), but I recently brought it up to her, and she has no clue about it. She doesn’t know what the passcode could be and her apple ID didn’t work to reset it. She has an app on her phone where she can manage all of her apple devices, and there’s nothing on there that even shows I have a screentime passcode on my phone. It was like this with my last phone, and now with this one since I transferred the data from the old one.
