Apple Intelligence & Siri pane is blank in System Settings

After installing Apple Intelligence, the Apple Intelligence & Siri pane in System Settings is showing as blank, nothing coming up. See below. I've tried force quitting, rebooting, starting in safe mode. It appears fine if I sign in on a different account though. I'm using Sequoia 15.4 on a new 13in MacBook Air M4.

Have you shut down and restarted more than once since your update...?

no resolve—

you can reinstall the macOS 15.4 on top of your existing macOS 15.4 to sort issues

Hi -- thanks for getting back to me so quickly. Yep, have definitely shut down and restarted multiple times since the update. I also reinstalled macOS 15.4 this morning via Recovery; same issue is still there sorry.

Some additional info that may or may not be relevant: this issue originally appeared on my old machine, a 2020 M1 MacBook Air, after first upgrading to Sequoia. It has come across to the new machine when transferring all data via Recovery.
