Mac Pro Mid 2012 restarts 3- 4 times during cold boot. PSU and Logic Backplane is ok

Mac Pro (Mid 2012) A1289
Mojave OS
Firmware 144.00.00
WX7100 Radeon Card (Metal Compatible)
Dual DVDs
2 - 2 TB Drives
2 - 1 TB Drives
64 GB Memory
New PSU (tested)
New Logic Board Back plane (tested)
The fans run and all is super clean inside
NVRAM/PRAM reset completed 4 times
SMC Reset
New Battery
Rotated Memory

I cannot perform / issues found below:

Cannot Boot to Target Disk Mode even via System Configuration option
Cannot Boot to Safe Mode
Cannot Boot to Option or Disc
Cannot Boot in Verbose Mode
Issue: When the computer has been shut down for a while it goes into restart about 3-4 times

Once the computer boots, it runs super fast, flawlessly no issues. I can do NVRAM reset and Recovery Mode only though.

disconnecting Bluetooth won't help the safari problem (second crash)

these are happening Really early.

can you restart and run in Safe mode (hold shift at startup)

fails in regular mode, works in safe mode says "it's something you added"

boot to recovery and launch Disk Utility. change settings in the tiny "View" menu to show all devices. Repair in turn, the Volume, the container, and the Physical drive.

'MacOS Base System' of size about 2 GB is the stripped-down MacOS used to run Recovery and Installer. it is not necessary to repair that drive as well.
