Why is my iPhone not connecting to Wi-Fi in Germany?

I am currently on a work trip in Germany, and my phone just stopped working when it came to Wi-Fi and cellular data. The Wi-Fi won't even turn on, like I cannot flip the switch. Then for the data it just shows a satellite. What do I do? I had this happened to me before, and apple said it was something with the device from within. Had to get something inside replaced. Any suggestions of what I can do? Thanks
