Why are core apps missing on my Apple Watch Series 3?

I have an apple watch series 3 non celluar (old I know) and and iphone se 2 (old again) running latest ios 18. Whenever I set up the watch from factory reset, I have all watch apps, although not 3rd party apps as they are being installed. After the watch and phone sync completely, the apps like workout, activity, phone camera control and siri just disappear(like magic). The apps showup installed in the watch app, although are not visible anywhere on the watch itself, they also are not visible on the watch faces. Siri settings are greyed out on the watch, and siri does not respond from long hold of the crown. I have resseted a couple of times now, although no luck
