If you're not the original owner and you can't contact the original owner then the device is useless.

How did get the phone? Did you buy it used? If yes, you've likely been scammed and no one at Apple or here can help you. It's useless to you forever, unless the owner who locked the phone is willing to unlock it. If they won't or you can't reach them or don't know them, you're the proud owner of a useless brick you can never ever use.

Contact the owner and ask them to unlock the phone or provide you with their Apple ID and Password.
The phone is useless otherwise. Apple cannot unlock the phone, if that might be what you were thinking.
If you are the owner to whom it is locked, enter the Apple ID and Apple ID password it is asking for.
if you are not the owner, you do not unlock it. Activation Lock is an anti-theft mechanism to prevent lost and stolen iPhones from being used by anyone other than the owner. If you are not the owner, the Activation Lock is functioning as intended.
You can't. it does not belong to you.
Only the owner can remove the activation lock. There is no way to bypass that.
