Can siri suggests show apps i dont have installed on my phone ?

In some instances it can. For instance, if you search for NBC news, and you don't have that app installed it may suggest it.

The regular app suggestion before searching for anything, should not suggest anything you don't already have installed or even anything that is offloaded.

Not unless you search for it specifically or something somehow related to it that Siri assumes may require or mean Instagram in some way.

It will not out of the blue suggest Instagram without any other prompt.

Heck I have instagram installed, and I need to actually search for it to get it to appear.

Its highly unlikely to offer any app you don't have installed unless you search for it by name.

If you search for something it may consider requires it, I may suggest it yes, but you would need to actively search for something.

It won't just suggest it out of the blue for no reason.

I'm sorry. I misunderstood. When I search.

If it's in the Siri suggestions block, then it's installed on the iPhone, and actively being used. Which is why it gets suggested.

Siri suggestions will not place an app that is not installed in those suggestions for any reason.
