Change country while have a pending purchase and do not have a valid payment method

My country was Vietnam, then I change to Japan and using my JCB credit card for the whole time. But now, since Japan region only allows their cards which issued inside Japan (means all cards issued outside Japan will be not accepted), I can not use my card anymore. While not knowing about that, I made a purchase, which lead to a pending purchase 'cause not having a valid payment method.

I try to change my country, but seems like that pending payment blocks that.

What should I do?
