MacBook Pro reverts to VoiceOver and Accessibility Keyboard on Startup

I have read through the feeds, checked my accessiblity settings, checked my lock screen accessibilty settings. It's really annoying. Every time I restart, I have voice over and must type the password by pressing keys on the screen rather than on my keypad.


This question has popped up a few times over the years but I have not seen a solution. Any thoughts? Thanks in advance.

A SafeBoot Start up your Mac in safe mode - Apple Support will sort many anomalies

Login and test. Reboot as normal and test. Caches get rebuilt automatically.
