Your Charge Limit is working fine, in fact that’s how it designed to work. With a Charge Limit set, your iPhone will occasionally charge to 100%. This is to calibrate the battery health and ensure your battery lasts longer. Some users have seen it charge fully weekly, others monthly, some in between. There is no clear definition of the word occasionally because your iPhone uses many factors to determine that, such as usage, conditions, etc and what is best for your battery longevity.
