Stolen MacBook Pro and AirTag
Someone stole my MacBook Pro. It was in a briefcase with an AirTag and I can't
track its location.

Both the Mac and the Air Tag as separately trackable through Find My.
The AirTag may not appear on the https://icloud.com/find website but the Mac should.

All that has been done. Both the MacBook and the AirTag still show the last location that was where the briefcase was stolen from. Obviously we searched that location using the find me and it was nowhere to be located.

Then there's not much more you can do.

I wonder why I had put the AirTag in the briefcase? I thought that if it was misplaced while the MacBook was not in it I would be able to find it and the contents.
Find My is good for lost stuff.
Find My is not so good for stolen stuff.
This because successful thieves prefer to avoid getting caught, and will take steps to detect and disable tracking. Steps such as removing the battery from the AirTag, and keeping the Mac powered down, for instance.
Then you're done. As mentioned that's all that can be done at this point until either of them provide an updated location.
There is no magic way to force them to give out a new location. The Mac needs to be connected to the internet and the AirTag needs to be in reach of other Apple devices so they can report its location.
Sigh into iCloud/Findmy using your Apple ID and then send the location to the police.
