I was hoping I can put an Air Tag in my car, and if someone steals it, it will notify me when it moves. Similar to what happens when I leave my AirPods at work. Some kind of setting that sends a notification to my phone that between 9am and 5pm, the car is stationary and should not be moved.

Ok, please understand that Apple did not design these AirTags as an anti-theft device. There is also no means to configure the tag to do anything you are asking for it to do.
Using an example, if a thief has a smartphone with them, they will be notified that an AirTag is "moving with them." That would alert them to locate it and remove it ... making it useless.
If you want an anti-theft device for your car, you should consider one that relies on GPS, not Bluetooth technology.
