No popup controller for iPhone calls through my Mac

For quite some time, I've been placing and receiving iPhone calls with my Mac. Until recently, a small popup window automatically appeared in the upper-right corner of my display, allowing me to manage the call. I especially liked the popup changing into a keypad so I could respond to automated requests, e.g., "Press 2 to connect to ...."

The popup window no longer appears for incoming or outgoing calls. Although the calls still allow me to talk through my Mac, I can no longer manage them. How can I get the popup back?

Sometime after opening this topic, I discovered the pop-up windows were blocked only when Safari was active. But allowing all pop-ups in Settings > Website had no effect.

Yesterday, the phone call pop-up windows reappeared. The only change I'm aware of was upgrading from macOS Sequoia 15.4 to 15.4.1.

One other welcomed pop-up change is Talk to Siri voice recognition has returned. So I can once again make a phone call with my voice and watch it happen in the pop-up phone call window.
