While using Photo.app on the iPhone the option to print is available, but when used the print request is never sent to the printer.

It still works for me. Start by restarting your router, then proceed to restart your printer and make sure it is allowed to connect to the same WiFi network as your phone. As a last step, restart your phone and try again. I am well aware that no one likes the "restart" answer to a question, but for one like this, that is what usually works.
Check that the printer is connected to your phone.
