Whether and how far you can update your iPhone will depend on which iPhone you have.

For instance, if you have an iPhone 7, you can update to the latest release of iOS 15, but you cannot update to iOS 16 or higher. An iPhone 7 running the latest release of iOS 15 would tell you that it is up to date. (iOS 15.8.4 is far from the latest release of iOS, but it is as "up to date" as an iPhone 7 can be, as of today.)

You haven't told us which iPhone you have or what message you have been seeing.

Still, if your iPhone is running something earlier than iOS 18, and is telling you that iOS is up to date, that probably would mean that it is an older iPhone that is not compatible with, and will never be compatible with, iOS 18. That your iPhone is already on the latest release of the highest major version of iOS it will ever be able to run.
