Unable to reset my Apple Account security question

I haven't used my Apple ID for quite a long time. I got a new iPhone and I recently tried to sign in, it prompted me that my account was locked and I needed to reset the password to enter, which I did, then it prompted me with security questions. However, it's been over 10 years since I've used my Apple ID and I have forgotten the security questions When I tried to reset the security questions, it said that it couldn't because of not enough information What do I do?

You need to set up two-factor authentication or contact Apple's Account Security team. To reach them, click here or here and pick a method; if you can't use any of those listed, choose one from this link.

The article sberman linked to isn't applicable to this issue.
