Can't find normal contents of Settings in iPhone 16e

Please excuse my explanation of the problem if it sounds too wordy. I tried asking this question in another forum and the people said my explanation was unclear so I am trying to explain it clearly. When I click on the gear shaped icon called Settings, I expect to see a list that says:

Airplane Mode, Wi-Fi, Bluetooth, Notifications, Sounds, Focus, Screen Time, General, Control Center, etc.

I need to get to these settings to set up my new phone.

I don't see this. What I see are my photos, the same content that I see when I click on the Photos icon. There are photos in the Settings area. There is nothing like Airplane Mode, etc. in Settings. I want to get to the selections of Airplane Mode, etc.

Has anyone encountered this problem? The nearest iPhone store is a 3-1/2 hour drive away so I'm hoping to avoid that trip to solve this.

Try force restarting your iPhone as follows:

  1. Press and quickly release the volume up button.
  2. Press and quickly release the volume down button.
  3. Press and hold the side button.
  4. When the Apple logo appears, release the side button.
