How do I enable the greyed-out country/region change option on my Apple ID?

I can’t change the country/region of my Apple ID. The option is greyed out. I’ve checked and I have no subscriptions, no balance, and no pending purchases. Please help me fix this.and it just always said"Cannot connect"at appstore when i change country/region to use or download any app at another country

"Cannot Connect" Message:

  1. Go here: If you can't Connect to the App Store, iTunes Store, or Other Apple Services - Apple Support
  2. As it Reads: Learn what to do if you see a "Cannot connect" message, if an app won't load anything, or if content stops downloading.
