Ever since I downloaded IOS 18.4 on my Iphone 14 Plus, my Find Me is disabled. I've tried many, many suggestions on how to make it operative again...all have failed....What do I have to do?

“Find Me”, a phrase you used both in your title and post’s body, is not a phrase in the Apple ecosystem.
Perhaps you’re asking about turning off “Find My iPhone” in your screenshot.
One possibility is you have Stolen Device Protection enabled as explained in your screenshot.

On the contrary, your Find My is on and functioning. What is disabled is your ability to turn it off.

I disabled Stolen Device Protection....still not working.......
