So when im trying to download already downloaded apps or new ones its ask me to pay for it(1 st it asks me to sign in and when im done with that it take me straight to the payment info page and doesnt let me download bc i dont have money(and also the apps are free))

If you owe money from a previous purchase, you will be required to pay that before you are allowed to use the App Store. If you do not owe any money you may still need to have a valid payment and for free apps, that won't be charged at all. You can review the Support Article here:

You do need to be signed into your Apple Account in order to use the App Store as those apps are linked to the Apple Account.
