I am currently using an Apple Watch Series 7 but it seems that even though I have all the features turned on, I still cannot use the always on display and heart rate. Can someone please tell me how to fix this?

Is the watch in the theatre mode? Make sure that one is off by checking if the theatre masks are not orange in the control center
If not, you might want to restart your watch to see if the issues persist. If they persist, try and manually take your heart rate to see if the heart rate sensor is working
Live heart rate will only be displayed during a workout. Otherwise it will measure every few minutes.
Always on display will show the time only.
