How do I fix browser not coming to the front after clicking a URL in email on macOS 15.4?

How do I solve this

  1. I open email
  2. click on a hyperlink
  3. a browser pops up but behind the email.
  4. before 15.4 the browser always opened at the top of the stack
  5. Can I fix this?
