Downloads for what?
Regular files from theSafari browser can be found in the Downloads folder in the Files app.

Files downloaded through a 3rd party web browser like Chrome or Firefox, would be inside the app that asnused, in their now Downloads section.
Apps, download directly to the Home Screen or App Library.
Things like photos and videos AirDropped from a different device would be found in the Photos app.
