Unable to receive reply texts from iPhone users on my iPhone 13 Pro with iOS 18

I have checked my settings. I don't see that I have anything blocked. I have turned off and on my phone and then sent a text to the ones I am most concerned about exchanging texts with. half of them still have green texts and half are blue texts. What do I need to do to continue to get texts from the iphone users with a green text. (the text ballon is either blue or green)
