You cannot, the highest ios for an iphone 7 is 15.8.4.

You will need to purchase a newer phone that is compatible with ios 18.

You cannot update your iPhone 7 to iOS 16. For that iPhone, iOS 15 is the end of the line.

If you need to run iOS 16, you will need an iPhone 8, iPhone 8 Plus, or iPhone X.

But, since you will be looking for a new phone, it might make good sense to consider a phone that can run the current version of iOS 18.
