Video download after synching in ipad. Videos appear in photo app but haven't fully downloaded

Hi, everyone! I have a daily sync set up between my IPhone and Ipad. The issue I had is the information appears to be fully synched but when I go into the videos on my iPad, these haven’t fully downloaded and are available like they would be on my phone. Once I click on them the iPad connects to the internet and actually download the video (like it happens when you get a video sent through WhatsApp, for example). Is there a configuration setting available that would make them fully download to the iPad so I don’t need an internet connection and wait for them to download when I want to access them? .
