How can I change Apple ID profile picture on iPad?

Wondering if the method used below is the way you tried to make the change.

Change your Apple Account photo on iCloud.com - Apple Support

Eg: says:

Go to icloud.com/settings, then sign in to your Apple Account (if necessary).

1. Tip: If you’re already on iCloud.com, you can also click your Apple Account photo or in the top-right corner of the window, then click iCloud Settings.
2. Click Change Apple Account Photo, then do one of the following:

• • Drag an image file onto the photo.
  • Click “Browse your device for a new image”, then follow the onscreen instructions.

3. Click Save."
