First, "A1398" in this case is not a unique model identifier. Apple reused it from 2012 through 2015, in models with very different OS capabilities. Only the fact that yours is running Monterey lets us identify yours as this model:

says in the footnotes:

Their "Recommended" is macOS 13 "Ventura." Your model cannot be upgraded past macOS 12 Monterey. You can contact Adobe for an official answer but, based on what I see on their web site, you will not be able to install and use a current CC version on that computer.

Absolutely contact Adobe to see if they offer any better news. Be sure they know the computer's model NAME including the year, not the "A" number, to avoid confusing them.

You may wish to consider the Serif Affinity apps in the Mac App store.

They are a one-time purchase so do not require a subscription. They will work on macOS "Catalina" or better, so you could use them on a 10-year old Mac.
