How do I remove a stuck 'Allow Tracking' pop-up on iPhone?

Iphone is locked. unable to unlock. I attempted to open an app and changed my mind; the pop up to allow tracking came up and that list to allow or not allow tracking is stuck on the screen; even on the lock screen. I am unable to turn off the phone or restart the phone. If I keep holding the side button as instructed in prior posts, the emergency call will go through. Options to choose tracking or not is still on the screen when I wake the phone.
