iMessage defaults to using RCS when sending messages using Quick Reply on iPhone

Ever since Apple started RCS, whenever I get a text and I pull down to do a quick reply it’ll change it to RCS even if I’m texting an iPhone user. We both have our iMessages on.

I’ve tried everything I could think of to fix the problem.
