Unable to add card to Apple Pay on my new iPhone 16e

So recently swapped from iPhone 15 Pro Max to IPhone 16e, upon going through the usual iCloud account set up I hit a snag with adding the cards I already had in my wallet. I kept getting the same error message no matter how I tried to add the cards. Called the bank spent hours on the phone with them and no fix, called apple support hours on the phone with them and no fix and was told to call bank back. Called bank back 3 hours later and ordering a new card still can’t add cards to apple wallet. Thinking it was just my bank cards i attempted to add my wife’s visa debit and Mastercard with no luck. So if anyone has any suggestions I’m open.

Please remove all traces of the VPN, including any profiles at this path,


iPhone > Settings > General > scroll down > VPN & Device Management > remove all profiles


Restart your iPhone and then reset network settings at this path,


iPhone > Settings > General > scroll down > Transfer or Reset iPhone > Reset > Reset Network Settings > restart iPhone if it doesn’t automatically restart.


Wait for solid WiFi or cellular connection and try adding a card.

Restart your iPhone and then reset network settings at this path,


iPhone > Settings > General > scroll down > Transfer or Reset iPhone > Reset > Reset Network Settings > restart iPhone if it doesn’t automatically restart.


Wait for solid WiFi or cellular connection and try adding a card.

That’s a possibility. Banks can set limits like that. However, I’m surprised that USAA does that. Most midsize banks have much shorter, if any, requirements like that. If the bank didn’t explain, it’s an effort to prevent/reduce the risk of fraudulent activity.


Wait the 30 plus days and try adding the card again. My understanding is, if you try to add the card again, even once, during the 30 day period, it starts the 30 day restriction all over again.

Called and done that, as I was explaining to them about the tokens they informed me that my phone number is the token and my number is blocked from the system. Told me it could be a service provider issue and to call T-Mobile. So I called T-Mobile and went through the normal troubleshooting process just to be told everything is good and to call apple. Called apple and went through 3 techs just to land at the iOS tech and be told I needed to restore my iPhone to iOS 18.4.1, after doing that I still can’t do anything Visa card wise.
