iPhone voice control switching itself on

My iPhone voice control keeps turning itself on, even though I have checked the voice control settings (off), Siri (off) and accessibility settings (all off).

Why is this happening? It interrupts when I am listening to something, vibrates when my phone is on do not disturb and I think it is also eating up my battery. Please help. Thank you
