How can I fix iCloud uploading stuck on 47 photos?

I was sent pictures and they’re stuck on my text screen saying sent via icloud uploading 47 photos. It’s been like that for more than 24 hours. The screen is showing like it’s still down loading pictures what should I do? Did I lose those pictures sent to me?

I have plenty of I cloud space.
