How do I keep my Apple Watch from exiting low power mode when it charges? If I wanted it out of low power mode, I would do it. It's ON for a reason and I don't always remember to check after charging (because I shouldn't have to).

If you use the Feedback link, you can tell Apple directly about your wishes for future watchOS updates.
This is the only way to reach them, as Apple does not follow theses user to user communities.
Sad. Such a simple convenient setting. Though, apple isn't about what the people want.
