The erase button is grayed out and when I click it nothing happens. my parent is connected to my device could that be the reason?

Yes when using Family Sharing and Screen Time Restrictions, the Organizer can prevent you from deleting your browsing History. You can only delete your browsing history when Web Content is set to Unrestricted in the Content Restrictions of Screen Time.
You would have to ask your Parent/Organizer to make that change for you.
