Cannot update Apple ID/Account photo from iCloud.com

I've been having trouble updating my profile picture—it just won't save no matter how many times I try. I've attempted to change it from various places, including my iPhone, my contacts, and even on iCloud.com.

I've noticed that this seems to be a common issue that many people have faced for years. Does anyone know why this hasn't been fixed yet? If anyone has found a solution, could you please share it? It would be really helpful for all of us dealing with this problem.

Seems limitations set in ScreenTime, or other privacy settings / restrictions etc. can cause that situation.

Eg: Ensure you allow changes to Contacts app so profile photo can be updated

Else: If there are no limitations, restrictions etc set:

Wondering if you tried Apple support's method below:

Change your Apple Account photo on iCloud.com - Apple Support

Eg: says:

Go to icloud.com/settings, then sign in to your Apple Account (if necessary).

Tip: If you’re already on iCloud.com, you can also click your Apple Account photo or in the top-right corner of the window, then click iCloud Settings.
Click Change Apple Account Photo, then do one of the following:

- Drag an image file onto the photo.
- Click “Browse your device for a new image”, then follow the onscreen instructions.

3. Click Save."
