Check Settings>Apps>Phone>Call Forwarding. Check see if that is turned on. Then check to see if you have a Focus turned on? Also, do you happen to have an Apple Watch? Notifications go to the Watch when the two devices are together and the phone is locked. Next contact your carrier and see if they have your calls set to automatically go to voicemail.
