When I try to use Apple Pay at McDonalds, it will only take partial payment and decline the rest. This happened several times now. I have the money in there, but it not take it all.

Apple Pay is not an account that holds any money. Are you talking about Apple Cash or another payment method that is added to your Wallet. If it is Apple Cash, post the Transaction History you see for that card in your Wallet.
